I can understand the military/guard having a greater role in large-scale disasters...I mean if the decision makers would have sent in the military
earier in at NO...many more lives would have been saved.
The Helo's and medical resources used by the military in Katrina, for example, cannot be matched by any civilian organization or agency.
The problem is....what disasters are "large enough" that the military needs to be called upon for assistance? Sometimes using the military/guard is
the BEST option...especially when lives are at stake.
