Powell slams hurricane response

He gets blamed no matter what he does or doesn't do.

BTW - two days before the hurricane struck Bush spoke to the
gov of Louisiana and asked her if she'd give her okay for the
feds to take control over the National Guard and direct them.
She wasn't capable of making a decision promptly and she
told him 'I'll get back to you, let me think about it'. Well, she
stood there like a deer in the headlights and did nothing.
She tied the hands of the feds.
