well the flare didn't happen till yesterday and the article is dated September 2nd, so I think solar flares can definitely be ruled out. Now if they have problems yesterday or today..well obviously.

FEMA are jamming them according to some.

I wouldn't put it past them, they've been disconnecting emergency communications in other areas.
