1. Evacuate the population BEFORE the disaster strikes, using maps, with pre-arranged routes and mass transportation services.

2. Provide adequate accommodations, water, food, medical supplies, etc. for stranded survivors.

3. Recognize that survivors will be traumatized; expect to see post traumatic stress disorders and other personality disruptions; and be prepared to provide appropriate services.

4. Accept all offers of aid from other sources; it may come in handy.

easier say then done. cant evacuate people who are armed to the teeth and dont want to leave their homes because its like they lived there for decades and so on.

5. Utilize Population Control 101 to create fear. Remind them of what happened "last time." A population in fear is more easily evacuated (controlled).
