point taken... which is exactly the state of affairs which was designed!
having a plethora of agencies, in different capacities, at different levels...
all stating that their particular mission was fufilled to the best of their ability

in that type of jumbled mix, no single culprit can be pinpointed...as every
agency & level of either Local, State, Federal government is involved in
helping/allowing a catastrophe to develop.

?did youse know that the 2 previous directors of FEMA, were also inexperienced and unknowledgeable on conducting Rescue Operations etc

i guess President GW Bush, selected those FEMA directors because FEMA
was incorporated into the Departmentof Homeland Security...and was only to have a subservient role and to follow the orders of DHS.
Director Brown of FEMA may have behaved poorly in the N.O./Katrina aftermath....but wasn't he in the role of serving the Director of DHS?

the article emphasizes Netherlands, also places like London which have
unique flooding situations, and specialized solutions.

of interest is that the Dutch, increased the levee or seawall heights, during the last 25 years, from the nominal 25 ft equivelent to some places
with barriers/levees at 40ft equivelents today!
??Wonder why the Army Corps of Engineers hadn't revised (or did they)
the 12-18 ft levee heights?? considering the generally accepted view
that sea levels are rising and that Storm numbers/sizes/intensity/ferocity
are forecasted by a worldwide array of meterologists & scientists.

The hurricane Katrina was unfortunate
the resulting catastrophe was quietly allowed to happen
after all, it was just a matter of time of when N.O. would be hit.
the process of an incremental deconstruction of the N.O. defenses
was happening over the past 3-4 administrations at least
( was the Katrina aftermath, a subconsciously created
'last nail in the coffin', of the Lyndon B. Johnson Legacy & 'great society' remnant?? )
