The only thing I can think of is that they are trying to make it worse than it needs to be as well as make it seem more difficult than it really is so that when the tension is high enough and the situation is elevated enough they can use it as an excuse to force through new laws, suspend other laws and basically kill the rest of the Constitution and the concept of Freedom in America.
