Katrina has just wiped a city off the map, thousands are without food or water, law and order has broken down and in another day or two there will be a second wave of fatalities as people begin to die of thrist.
Why was there no plan to deal with this? Where were the stockpiles of food? Where were the bottles of water, the stores of tents and blankets. Where were the agreements with neighbouring states to help deal with such an eventuality?
This is not a surpirising situation, no one expected those levies to hold forever. America is the richest nation on Earth, yet they cannot plan for an inevitable aspect of their future?

I dont know but im starting to get tired of GW Bush not caring one way or another, and then aid is turned away! I really think our government is becoming more and more like the old USSR.
