I would like to know how to make an image as clear as possible. Usually with the JPEG compression the image gets blocky and unattractive. How can I correct this in PS?

Well in Photoshop, I use a 3rd party filter called "Image Doctor" by Alien Skin software and it does the best job of what I have tried.

The other way is to use the preinstalled PS smart blur filter, does a so so job and you have to monkey around with other filters like sharpen, accented edges, etc.

Here's a lot of tutorials:

If you save the pic as a png, tiff or 24-bit map the IQ is just the way u edited it.
