How can we Create a Top Secret Internet?

How can we create a top secret and foreign-intelligence-gathering internet? Naturally, an advanced system would be beyond NSA capabilities and would incorporate mathematics, physics, and chemistry that the world has never seen.

Suggestion:

A 2 pc network that isnt connected to the internet.

Done and done.

The military uses its own system of pc's that is not connected to the internet we know of.

Thus its secure.

Edit: I should note that not all military systems are on this, but most likely top secret etc information that needs to be transmitted between users is kept on secure private networks.

And encrypted to boot.

try the internet pub they got one down the road from my house with about 30 computers linked up, you can do a lot with that much computing power. heres to yours and your new top secret compartmented intnernet federation!

Another note that building a large range private network is not exactly cheap.
