Was the Zotob worm that wrecked so much havoc last week the first salvo in a new front on the war of terror?

Two men, one in Morocco and one in Turkey, have been arrested over the unleashing of a computer worm that affected US firms earlier this month.
Moroccan authorities detained Farid Essebar, 18, while Atilla Ekici, 21, was arrested by Turkish authorities on Thursday, the FBI said.

They are believed to be responsible for the Zotob worm that targeted computers using Microsoft Corp operating systems.

I've always thought that the best way to do damage to a country, that you are "warring" against, would be to affect the daily life of that countries citizens. Not by bombs, bullets or deaths, but by attacks on their comfort .
Imagine the havoc, if access could be gained to bank accounts, medical records, driving records, credit scores...if you could control POS (Point of Sale) machines, entire city traffic grids etc. If the "infiltration" of a virus could be widespreed enough, you could in theory shut down a country without ever steeping foot onto it. So yes I agree that the next logical step in this conflict, would be that of digital terroisim
