Possible? Perhaps. Likely? That depends. We're yet to develop vaccines for many, many viruses, and we're still having problems with bacteria that simply mutate and remain one step ahead of us.

If I'm understanding you correctly, you're saying that labs should hold only the viruses to which they have vaccines, correct?
