I think he/she was referring to the woman who was charged with these crimes, seems her mentality is younger than the kids who were, according to the report, trying to move away from her. The kid who she sent for breakfast even pleaded that he didn't have a license but the woman insisted and children are taught to listen to their elders, this woman should be ashamed. Maybe she needs to be made an example of.
