Global ignore is put on by a moderator after noticing a post (or being alerted to it by a complaint) that is against the Terms & Conditions of the site. It can be removed after satisfactory communication between the offending poster and the moderator, or it could lead to permanent banning in the case of repeated offenses or a completely outrageous single offense.

What is it?

Nobody on the board can see any of your posts. This is why sometimes there are phantom last-posters.

Moderators and moderators.
