You have totally confused the guidelines purportedly adopted by the Police Force in Bedfordshire, England, for carrying out civilian house inspections and arrests where the occupants are known to be of Islamic faith, with the conditions of occupation in Iraq and Vietnam. Therefore US Congress and choice of weapons against insurgents in Iraq or Vietcong spies are rather off topic.
