The intention of recess appointments is to allow a critical post to be filled while Congress is on recess, to circumvent the necessity of a vote. Unfortunately it is used for other purposes, as we can see.

Congress bears much of the blame in the Bolton case since they refused to hold an up or down vote on his appointment. Bush merely used a political avenue that was available to him. Now the Dems will cry foul, when it is actually their fault for not voting in the first place.
