This coordinate has been posted at least a dozen times on here.
It's an artifact of pasting together thousands of images to make up one larger image. You're seeing one image taken with a brighter light or
exposure in amongst 2500 other images that are darker. That's why it's a box (just like a photographs is).
It's been looked at by lots of people and it always comes back to that answer. It's nothing on the surface, it's just the way that section of
images came up wtih the final image. You can see this effect on hundreds of locations of the moon on the clemantine site, and you can also see it in
thousands of pictures of the earth on google, keyhole, etc.
Look at Lat: 3 Long: 311 resolution 1:1k and notice how the whole image is comprised of blocks like that.
