Yep. They had the whole story worked out before, with the damage from the planes and then the fire. Either of these on their own would be difficult to
support. Also, it's great ammo for the disinfo crew. Anytime anyone points to the damage from the impact not being enough they fall back on the fire
explanation. When that is shown to be bogus, they then return to the collision damage. And so it goes round and round. You can see it in real-time

Combine that with the refusal to release construction blueprints and the disinfo crowd can hold the fort until it's time for Tripod III.
As an added bonus from delayed collapse, they get to pull an extra emotion card with the loss of the heroic firefighters. Sorry if I sound callous,
but that's the mindset of the kind of people we're dealing with here.
