Article About London's Terror Weaknesses Released on 7/7/05: A Warning? (moved from ATSNN)

A recent search on Janes.com has identified an article posted 7/7/05 which outlines the security weaknesses in London. Among the potential targets identified by Janes are The London Underground, Airports and other key sites, and Central London. At this point it is not clear whether the article posting was made prior to the attacks or shortly after.

London, as the capital city of a major ally in the "war on terrorism" and as a symbol of world finance and Western culture, is especially vulnerable to an attack. The Minister of London, Nick Raynsford, set up a London Resilience Cabinet Committee composed of the Mayor and all of London's key services, as well as an inter-agency London Resilience Team (LRT), which were tasked with a comprehensive assessment of London's preparedness for a terrorist attack.

Difficult environments like the Underground are of particular concern. The high number and density of commuters using the London Underground makes the latter an attractive target for suicide bombers or an attack using a chemical, biological or radioactive weapon, as in the sarin gas attack on the Tokyo underground in 1999. For the same reason, although there are more than 570 British Transport Police Officers operating (February 2004), the London Underground is a particularly difficult site to protect. Tests were held in 2004 using new CCTV cameras that can detect unusual events on a platform, such as suspect packages.


However, emergency planners admit that Britain could not cope with a major attack on the scale of the Madrid bombings. Patrick Cunningham, president of the Emergency Planning Society, complained that emergency services suffer from a huge lack of equipment and staff training. Moreover, co-operation between national governments and agencies in Europe on tracking the threat posed by terrorists was poor before the March 2004 Madrid attacks, and will improve only slowly.

This article scares me as I see no evidence within it suggesting that the article was posted after the attacks during London's rush hour. Jane's first article concerning the actual attacks was not posted until 7/8/05. It makes one wonder whether the material was prepared for release prior to 7/7/05 and only posted shortly before the attacks that morning. If so, this is a shocking coincidence.

Beyond this concern is the fact that the final paragraph of the Jane's article claims that an attack similar to that which Madrid experienced could not be adequately managed by London's emergency services. Fortunately, this attack involved explosives of a smaller scale than the attack in Madrid and by all accounts London's emergency services responded admirably.

The following article posted on 7/8/05 offers information which is similar to that which was reported by major news outlets save the inclusion of the statement of responsibility from the group known as the Organisation Group of Al-Qaeda of Jihad Organisation in Europe. Here is that statement:

We continue to warn the governments of Denmark and Italy and all the Crusader governments that they will be punished in the same way if they do not withdraw their troops from Iraq and Afghanistan. He who warns is excused. God says: "You who believe: If ye will aid (the cause of) Allah, He will aid you, and plant your feet firmly."

As an update, I have sent correspondence to Janes.com asking what time of day the article was posted to either verify or debunk my theory. I will update this thread if/when I receive a reply.

After multiple requests, Jane's has not offered any additional information identifying the exact posting time of this article. Though a time which precedes the bombings would demonstrate the possibility of a conspiracy, the simple fact that this article was released on the day of the bombings should give some ATS'ers pause.

Combine the timing of this report with early indications that a drill which simulated nearly identical attacks was under way at the same time as the bombings and we have the real making's of a set-up here.
