The linked Council on Foreign Relations .pdf file is dated 6/12/03, and is a pretty interesting read particularly since it discusses SPEECH options for managing National Security issues.

It is a large document but includes verbatim speech material as well as memorandums to the president. I wonder how much of it he will use?

Definitely check out starting on page 87, "Speech Three: A Cooperative World Order". This quote is taken from page 91:


I am pleased to hear of the European Union's commitment to building a force of 60,000 rapid-reaction troops in the near future to respond to crises.


and on page 95...


Every significant global institution- the UN, NATO, the World Bank, the International Monetary Fun, and the global trading regime- was made in America.


Page 96 brings up Henry Kissinger, noted Bilderberg:


Henry Kissinger said it best: The "test of history for the United States will be whether we can turn our current predominant power into international consensus and our own principles into widely accepted international norms."
