i drove a cab in portland till i moved to phoenix 4 years ago. i frequently was on the air national guard and the national bases picking up fares. i was always questioning my passengers. i was unable to glean any information. however, there is one section on the base visible from cornfoot road that i suspected may have some sort of underground installation. i am not sure, but that is my gut feeling.
one other thing. one guy once told me that all the black helicopters did was fly vips around. right!! i used to see them all the time when i lived there, and it seemed like they were surveilling me, just hovering above my location in whisper mode. hope this helps, but that is all i know.
