When is an act considered terrorism?

I find this report hard to read.

Out of the blue they toss in this little bit of facts and figures.

TERRORISM by Event 1980 - 2001

Bombings 324

Arson 33

Other 22

Assassinations 21

Shootings 19

Sabotage/Malicious Destruction 19

Robberies 15

Hostile Takeovers 10

Assaults 6


Hijackings/Aircraft Attacks 3

Kidnappings 2

Total Incident or Planned Acts 482

* Figure includes the events of September 11, 2001, which are counted as one terrorist incident.

So when does an act become terrorism? 15 Robberies? Terrorism? Robberies ! When does a robbery become terrorism? When you steal a bomb? A gun?

Who do you have to kidnap to account for the 2 kidnappings? A political figure? Some person off the street? When does that become terrorism?

What are the 6 WMD accounts?
