70's implant tech

I have been doing some searches but, haven't come up with much info just a lot of pics. What was the purpose of implants? were they just tracking devices, mood enhancement or both? and could they be "uplinked" to via connection to computer?

Tim McVeigh said ONCE and only ONCE, that when he was in the Gulf War 'they' put a chip in him. That quote disappeared quick. I believe it was a tracking device.

Yes implant chips.
A lot of these guys like Timoth Mcveigh ended up on the wrong side of the law. I wonder if they had caused disruption on their own or if it was a master plan. there's no way you can explain: well they told me to do it but, if you can get x-rays of the "chips" that helps a little.
