Why is America holding six parties talks with NK without being one of the parties?

Why is America holding six parties talks with NK without being one of the parties?
I would like to understand more about this. Is it because Bush is a looser or because America can't justify the fact that it's unfair that the US can have nuclear weapons while NK can't?

Why not? I hardly ever agree with any thing he says but I will defend till death his right to say it!!
