HAARP? idiot guide required

for those of us not in america and also uninformed about this big HAARP thing, can someone please provide an idiot's guide to HAARP? I've tried researching it online and I still don't quite get it.

1. What is it?

2. What is it 'officially' supposed to be?

3. What does it do?

4. What beneficial uses does it have?

5. Does it have any effect on people not living in america?

Managed by the Air Force and the Navy, its publicly stated aim is as listed above. It seems innocent enough, and certainly seems to be a beneficial system to have operating.

HAARP itself is located in Gakona, AK which is approx. 160 miles northeast of Anchorage. It's an array of 48 72-foot high antennas which send out bursts of the aforementioned electromagnetic radiation. These bursts heat the ions in the ionosphere, some even say "boiling" the upper atmosphere.

There's no real short, concise reply to "What is HAARP?" I wish there was. It's something more than the Navy, Air Force, and the University of Alaska is telling the public.
Basically, it's a mechanism that beams gigawatts of electromagnetic radiation (at a time!) into our upper atmosphere for reasons which are unclear.
If you're still confused, do a Google search for HAARP. Add your own specific terms (weather, mind, effects, earthquakes, etc). You'll find more info than you can possibly digest in a week, let alone an evening.

Unless you are practised in the subject and know which rocks to look under you will not find much.
However go to search at upper left hand side of ATS topics page and you will find threads and links to blow your mind away. Which is exactly what HAARP can do when it wants to!
