Congress would have to pass legislation overturning the 26th amendment and get a majority of states to ratify in order for Bush to stay past Jan. 2009, and that ain't gonna happen, pilgrim.

Here is a scarry thought (keep in mind this isn't a Bush-bash, just an odd conspiracy possibility).

What if a MAJOR "terrorist attack"- just as a nuclear event in a major city on election day, or an emp attack made it impossible to tally votes or to even hold the election?

What happens then I wonder?
1. Bush stays for a while longer- with his administration basically making up the new rules on what constitutes "safe enough for an election"?
2. Bush steps down and puts Cheney in for the same scenario as number 1, so as not to overstay his 8 years?
3. Republicans with the backing of the Supreme Court effectively coup and install the Speaker of the House as interim president?

While you make a good point.

first off democrats controlled congress for 40 years. it wasn't until 93 that republicans got control. Because the democrats forgot that they were serving the people. with are country almost 50/50 anything could happen.
