Tory leader Michael Howard says the party needs to re-connect with voters before it can be returned to power.
He told the BBC's Breakfast With Frost Conservatives had to show they were in tune with peoples' hopes and fears.
Mr Howard - who is quitting as party leader - said it would take more than "one more heave" before they were trusted enough to win an election.
He declined to give his recommendation for the party leadership and said he would not return to the shadow cabinet.
