Hitler argued the very same way when he attacked Poland and Russia. Poland, under Pilsuzki, had, throughout the twenties and the thirties often tried to convince Britain and France of an invasion of Germany, in order to cut it up and share it. Russia was gearing up it's tank production. In Hitler's logic, both were legitimate preemptive strikes (moreso in the case of Poland since millions of Germans lived in Poland and were being oppressed).
