II. High Technology And "Assassin’s Mace" Weapons
In the mid-1990s former president Jiang Zemin re-popularized an ancient Chinese term, "Shashaojian," translated most frequently as "Assassin’s
Mace," which is to say "silver bullet" weapons, having novel characteristics, intended to be unanticipated, and thus potentially decisive when used
with surprise.[2] The intent, as has been outlined in Chinese military classics for two millennia, is to catch the adversary by surprise and defeat
him before he is even aware an attack has begun.
The "863 Program" begun in 1987 is the best-known PLA high-technology investment program basic research in the areas of lasers, space, electronics,
and robotics. The goal of the 863 Program was world leadership in these areas; products so far include a micro helicopter smaller than a finger digit
and an unmanned deep-sea surveillance vehicle. The 998 Program, evidently begun in 1995, develops "Assassin’s mace" weapons. Among technologies
involved are lasers, high-power microwaves, space systems, missiles, robotics, information attack systems and nuclear weapons, comparable to US
cutting edge technologies.
