The lack of the third option is a mistake.
I personally have not made up my mind on the subject.

I am in the middle i belive in most cases but its geting hard to tell what is a Hox and what is not

I beleive they do visit us, wether or not they are in contact with the government is another debate all together. I dont think (although I may be wrong) there is a big conspiracy that hides the government's secret treaties with them.
