No, this story is true this time, although rather old.

There are remains of settlements under the North Sea and the Black Sea also. Before the end of the last Ice Age these areas where not submerged and where fertile plains.

stumason is right; during the tail end of the Peistocene and the early Holocene, so much of the Earth's water was tied up in glaciers, that the sea level was lower and people could (and probably did) walk from present-day France to England and Ireland and from Siberia to Alaska (the Bering Land Bridge).

But that dosn't mean that ter was a "civilization" as in lost cities and all. Neolithic hunter hangouts, sure. Maybe small slasn-'n'-burn agricultural settlements. But that's about it.

And, of course, all that Atlantis stuff is rubbish.
