Thats cool they had that one in a Wizard magazine.
The article was making fun and saying Batman abuses Robin. They had a panel of psychologist commenting on a bunch of funny covers like that one.

do they still do this in comics today???

isn't there "laws" against this???

That comic was approved by the Comic Code Authority. The stamp is at the top right of the cover. Recently that CCA has be abolished.
Comics in that time were way different. Batman hasn't held a gun in comics since the "golden age".
Comics now are self rated much like video games are. There are mature rated comics that are adult themed. Thats the only place where you will find real gun violence.

As for the total theme of these covers, well... comics aren't lame like that anymore
.

Here is a link to the comic codes

www.comics.dm.net...
It's actually a very interesting Read , If you delve deeper into the history of it, you'll see that a bunch of over-worried parents killed off what the comic industry would've turned into when they first released it. I'd get more into it, but i think i'll make a thread on it next week for you all to read.

In the 1980s the comic industry wanted to take a more serious approach , so they said goodbye to all these woderful wacky stories. If you look into more of the older DC Comics before "Crisis on infinite earths" You find alot of these.

Here's another favorite
