wow, usually for the Feds to get involved on a tribal land issue requires tons of paperwork, politics, and all sorts of nastiness. No matter what the crime, it's awlays a jurisdiction hassle to say the least. Local tribal authorities are usally very quick to protect the leaders and their families from any legal repercussion, from crimes large and small.
Were the Feds invited in to assist? Is this some sort of political maneuvering by less prominent tribal members hoping to get a little political boost by smearing another's name, or the Chief looking to get rid of some competition?
