I've noticed a few storys that will seem to never be upgraded or voted out.

4 days old.

8 days old but voting is suspended

What will become of this old news?
The first 2 up there seem like they are going nowhere. The ones that have been suspended and left for days seem to be abandoned and maybe can go to the regular boards. But what happens when the ATS community can't decide on a story? Even if those 2 finally get voted up they will be old news.

I do believe that supermoderators or maybe just mods move and clean up the "limbo" submissions into their appropriate categories...not 100% sure though, maybe someone can confirm this.

If the member does not return to the post to make the requested corrections there is not much that can be done.

When a submission is suspended this can happen.

In time they will either be moved or deleted.

I wonder what ought to happen to a topic that gets 100 votes for and 100 votes against in an hour, hypothetically speaking?

Well, if the voting was touch-screen, the story would be upgraded by a suitably close but convincing majority.
