Actually the WTC wasnt prime real estate - the guy whoo bought it from the NY Port Authority got a good price. Hes actually trying to sue Marsh and Cantor for rent AFTER 9-11.

As for floors 1 & 2 i do tend to trust the BBC to have got hold of the correct tenancy details - they are pretty good like that. I suspect - though i might be wrong that whoever is pushing this picked a couple of vacant floors to add credence to their story.
