No, it is not a mask.
And no its not a photo shop that is happening.

Mask would have a thickness to its characteristics .

FFS, this is plain silly, the interviewer has the same effect on his open shirt.

The mask line you're seeing is a shadow from a light that's off to the side.

It's being cast by the edge of his shirt collar. When he talks you can see the line stays where it is and his neck moves.
