That means the same as other groups of people, not instead of.

If you prioritize a thing to some, then there is no equality involved because giving priority means putting those people at the front of the line meaning you put others at the back.

So giving BIPOCs and women equal access with each other sure, but those groups have priority over the ones not mentioned meaning those not mentioned do not have equal access.

What does prioritize mean? To designate or treat something as more important. Women and minority businesses will be treated as more important. Those businesses will have equal access because they will have priority.

Can you prove they don't have it now? The law says they have to. That is what the 14th and Civil Rights Act are for. So when the law already says they have equal access, to give them more equal access and priority takes it a step further.

Can you prove everyone does? Can you prove that the acts you mention are rigorously followed in each state?

If they are then we are all happy, if they aren't then it should be a priority to ensure they are.

No surprise to me. I created a thread during the debate run-up on the "advisers" (i.e. handlers) comprising Biden's administration.

It was a collection of identity politics pushing racial agitators with little real world business acumen, mostly affluent idealists from non-profits and academia living in a dream land and planning to usher in their vision of Utopia.

These are the people that will whine to no end about red lining mortgages for people of color 70 years ago, but in the next sentence will tell you that's imperative that the government "prioritize" aid to people of color.

"But wait....you said that it was wrong for the government to differentiate based race in the past, but now you're saying.."

I rather suspect the only proof offered will be statistics showing the percentages of who owns what and where and then whining about how ownership is not in perfect proportions to the overall makeup of society to prove that things are not "fair" and "equal" quite leaving out the various realities of personal, cultural choices and preferences.

Because for people like the ones who will be running things in the new administration this is always the way they "prove" racism, sexism, etc., and set their various quotas.

Just more pandering to dispell his racist past statements and deeds.

Not really.

Again, equal access means just that, for everyone and not just selected groups as listed. Given the laws already existing in society, it should be taken as a given that every group has equal access, should it not? Between the 14th Amendment and the Civil Rights Act what Biden calls out should go without saying. All he needs to do is mention small business owners as that implies all of them, not simply white men and/or BIPOCs and women.

So why the need to call out the second set specifically and then tell them they're getting priority treatment in the bill as if they're always getting discriminated against which they legally cannot be unless they are writing provisions into it to give them more and better access?

Oregon already set the precedent.

They established a black only fund with their CARES money.
