They have access, and completely share the supposedly "secure" admin passwords. I have seen it. They still have infrastructure on Win 98. I have used it. The actual equipment in the Glenwood canyon is over 100 years old. I know that for fact.
You can try to dispute this with me, but I was hands on IT for a lot of years.

If the attacks began in March/April, when covid was just starting to hit its stride, that suggests that China was a player -or- that it was one helluva coincidence. I don't believe in coincidence all that much. Also, this was one very sophisticated attack, not beyond the realm of possibility for the attackers to leave bread crumbs leading to someone else. Even if the traffic flow was observed at this point leading to China that still doesn't completely invalidate the Russian element.

In the articles I have seen on this attack I have not seen much mentioned about the Treasury Dept. other than to include it in the list of victims. It would seem to me that a foreign agent would probably target the money at least as strongly as any data mining effort, though data is money in the right marketplace.

The idea that this breach happened roughly 9 months ago and allowed hackers to create alternate routes into secured servers tells me that this is not going away completely any time soon. Any good trojan injects itself into back-ups and, for the common user, save points so even if you restore your system to a date prior to the breach the virus is just re-installed and probably deeper as well.

If that's true, what that means is that while Dominion uses software/tools from SolarWinds, they don't use the particular programs that runs the Orion update package manager (thats basically what it is and how it stayed undetected), so Dominion systems would not have been breachable using this exploit.

However i call BS because Orion is SolarWinds package management software, and is used to update SolarWinds software packages.

The reason why this is happening is because someone stole Fireeye's toolkit! Theft of Cybersecurity Tools | FireEye Breach. They have tools that specially targets the Orion package manager, which is what was used to gain access to the SolarWinds platform.

TL;DR White hat hackers had their toolbox stolen and in worst case scenario, a black hat is using them. All speculation is aimed at China. Russia can do the same thing, they just move different.
