And by the way, you do realize that too high a debt to income ratio affects a person's ability to join the military and their security clearances when in the military because a solider in deep debt is considered more open to bribes or accepting money in exchange for revealing secrets.

It can also affect officer candidacy for the same reasons.

Why should the rules for the CINC be any different or even more stringent based on the fact he or she possesses the highest clearance?
