That definitely looks like some variety of Chinese lantern.

The video shows alot of other stars which tells you that it was filmed with with a pretty high exposure.
It could very well be the ISS that gets over exposed due to its relative brightness in the night sky. It does fade a little when it passes by, but I don't like how it seems to linger at the end near the trees

Seems to ever so slightly change speed and direction...Chinese lantern maybe but I'd say not ISIS...

That is a lens flare or reflection flare from the window or possible double pane window. Notice the same on the moon toward the end.

There are lens flares, but this one follows underneath the object the entire clip regardless of the camera angle.

The one posted by the OP may have a similar feature, but not as easy to see:

He filmed it at 22:15.
His camera was 1 hour off.
He sent me a screen shot showing the time offset from not changing for DST.

It actually isn't seen in the first part of the video if you look carefully it is only when he goes to another window does it now have a flare.

Spotlight on a helicopter seems like a good guess to me. Altitude of 1,500 feet and the way it moves all scream helicopter with a spotlight to me.
