The connotation is that they are military, they are not.

His loyal followers always say he plays 3d chess so my guess is the photo from the pro-democracy movement is to get them ready for when he refuses to leave after he is voted out. There is going to be blood in the streets when he declares the election rigged and names himself emperor.
