The president of Iran has indicated that his country has mad 5 sets of proposals to the EU3. Mohammad Khatami made his comments on the heels of Iranian officials describing the ongoing talks as unsatisfactory and too slow. Furthermore, Iran's chief negotiator indicated that they may walk away from the negotiations

TEHRAN, Iran - Iran's president said Monday that Tehran has given a set of proposals to three key European states involved in talks on Iran's nuclear program, which he stressed must be expanded to provide his country with more energy.

Mohammad Khatami's remarks came a day after Iranian officials described progress on nuclear talks with Europe as unsatisfactory and too slow, while Iran's chief negotiator warned it soon may walk away from the discussions.

Europe is seeking Iranian guarantees that it will not use its nuclear technology to build bombs, something which the United States claims Tehran is determined to do. But Iran says its nuclear program is aimed at producing energy.

It's a interesting gambit to be sure. Iran clearly has its eyes set on weapons production. However, its desire for a non fossil fuel energy alternative is legitimate as well. Just because you can pump the crude out of the ground does not mean you have refining capacity as well. AT any rate, they do have a legitimate concern regarding the potential for blackmail regarding nuclear fuel provided by Europe. I think the compromise is going to be suspension of nuclear activities, but I doubt they will give it up.

What do you mean by "suspension of nuclear activity?"

Would that include nuclear power stations or just nuclear weapons?

No stop making enriched uranium would be what I would expect. Under treaty, Iran is allowed a reactor preferable one of the light water type and less likley to breed nasties.
