If you shoot at a driver, if you hit a driver with a bullet they are going to panic, they are going to gas it and get out of there even if they hit and run over people, it's the normal flight response humans have had for thousands of years. The protesters that think they can get in front of car and make them stop when the driver is so scared, are very stupid. The don't want to get stopped, pulled of their car, and beat up by a mob, they are just going to gun it and get out of there. Expect more injuries.
