Bad job for the "unarmed professionals". That approach could work in a country that is disarmed. But every situation listed in your quote potentially has emotionally stressed people bearing arms. Especially in a major urban area.

What happens if one fails the test. You get sent to the sensitivity training camp?

This is what I’m afraid of, when we look at the coming ID2020. We will have to register ourselves just like our cars. Passing tests to get permission to exist in their world. Gross polluters will have to go to DNA therapy to have their bad bias and abuse genes removed so they can be a docile obedient slave to the system.

Some of that would make sense. Some of it would make sense in conjunction with police officers. I don't see how any of it can replace police officers. I'm not sure why funding all of these programs requires dismantling/defunding law enforcement. Law enforcement is generally already a relatively small slice of the city budget's pie. It'd be like defunding education to have nicer parks.
