But never the same plate across different vehicles.

He intended to kill the guy, it was on purpose. He even taunted him while he was still able to talk, he asked him... "get up" Floyd said "I can't, you won't let me" -- cop says "Get in the car and this is over" Floyd again says "Okay, I will... but you have to let me up."

He was giving him orders he couldn't comply to because he was being held into the ground.

Yes, that POS is a psychopath, I imagine that was taught to him though.
