Ideally, you have to be convicted in a court of law before you are punished. Especially if a store owner "thinks" a tenner is "bad" and "thinks" you "might" have been the one who passed it to him.

Yeah, it would change things.
If George died of something not directly caused by what the cops did to him, then they can and should still be charged for their negligence in not noticing his medical distress, but that won't be the murder charges/lynching the angry mob wants.

Under the Eggshell Skull Rule they could still conceivably be charged for murder if illegal actions contributed to the death even if he had a pre-existing medical condition.
