Looks to me like he was, but didn't feel like getting arrested for jogging.

Best part about this is I'm assuming the jogger had already been at it for a bit.

Cop had about 20 quick strides before he was out of steam.

Jogger who (I assume) had already been going kicks it up a few notches no problem.

Too many donuts
