Because if there isn't any consequence to failure/gross incompetence/corruption then you will keep getting failure/gross incompetence/corruption.

In my opinion that doesn't just go for the WHO. It should go across the board. The entire class of leadership across the board in the US and around the world has shown their ineptitude and all of them need to be fired.

Based on the available information they handled as well as they could've imo, no Western country would've done better, it's strange to say but the totalitarian make up of China actually benefited in this scenario.
