Not really the only thing lose lose for him was doing it the right way probably kills his promotion chances but would most likely have gotten the same
result.
Go to the rear admiral on the ship with his complaint, Rear admiral does 1 of 2 things blows him off and offers nothing else, or blows him off and
reads him in on any big navy plans.
If he blows him off he has spoken to his commander he can now go over his head, or if need be to the IG with a formal complaint either way a light
gets shone on his command and at worst he can still be in the navy.
With the email blast he did he will be lucky to get out of the navy with an honorable, no matter what noise they are saying now about putting him back
in command cause its doubtful any commander would willingly take a guy who wont walk down the hall and talk to you before announcing any issues to the
world.
Bottom line he does it the right way same result no risk of prosecution.
