You may not believe me, but I understand your President Trump. He is a conservative and pragmatic, but sometimes he makes exclusively emotional decisions. Putin also has, along with pragmatism, many emotional and spiritual motives. Our emotions and our soul distinguish us from cold pragmatists - animals. The main thing in our relations is to find a balance between pragmatism and emotions. I am sure that we will not cross the line beyond which mutual destruction is, but will find a common language and be friends.

I'm not trying to provide a negative reaction, just laying out facts as to the spread timeline. If you want to suggest the US put the virus in the wet market, and then 1 month later in an Iran mosque then at least it would follow a logical path, but who is working with Iran...the US or.... wait for it............ China with 1000s of workers coming and going here all the time... I think it started shortly there just after China, but it took them a good while to even know what was going on. Even the doctors in Iran have no clue to how bad it actually is, so I can assume your friend is just speculating.

Also... on a mosque fence??? That is rather specific for a country running around with no clue.

From two different US labs? To be honest it is rather weak to be a bio weapon. The better would be a bird flu at 70% lethality. With that people would die to quick to travel far, so it would spread mostly within the one country and then die out quickly taking a good amount of the population in the one country with it.

Most indications lean towards the wet market or the top Chinese bio facility right near the market as maybe by mistake a worker in the lab became unknowingly infected and went to market each day to get their food. China said it was the market and quickly shut down their bio facility, kind of strange... In China it was spreading extremely quick, so the chance of mutations was there and so add in a rather heavy flow of people to and from Iran, more than any other country in that region, and one can see how it went from China to Iran first.

Addition. In Russia there is a Ministry for Emergency Situations (EMERCOM), this is a civilian department. It has equipment and specialists similar to the Ministry of Defense. But experts from the Ministry of Defense flew to Italy. That says a lot. It is possible to use military bilogical means. Or maybe not.
