A helpful hint to find out how others have done things, you can click on the quote button above posts to see how tags work and BB Code.
Link to an older thread on BBCode but it's mostly still relevent.
Before you can start your first topic it's required that you make some posts so that we get to know you. That's in part to help filter out spamming attempts and trolls. After you have made enough posts in topics you should be able to start a new thread. Make sure the posts are not just one liners and have substance. Meaningless or off topic posts are discouraged.
At the top of the pages you will see a strip of choices - chose "forums" and you will see a list of the various forums available, pick the one that suits the topic and click on it. In most you will see a link to a thread that explains the purpose of the forum.
After you open the right forum you will see something like what you see below. Click on the plus sign to start a new topic in that forum.
Then you will see something like the example below -
Make sure you properly link to sources and use proper "ex" tags when quoting material written by others. Do not quote the entire article, but instead follow the rules in "Posting work written by others".
ATS can be complicated at first, but it all makes sense after you get the hand of it.
